What We Do
The City of Española Planning and Land Use Department is comprised of three divisions: Planning, GIS and Code Enforcement. It serves to promote economic growth and development while preserving Española’s unique multi-cultural traditions and character. The department provides a full range of services from processing permits to developing long range plans and land use polices. The Planning and Land Use Department maintains the city’s land use and , and processes a variety of residential and commercial planning applications. The department also provides support to the to ensure quality growth and development that reflects the values and goals of our community.
The Planning Division is responsible for the maintenance and updating of the addressing and GIS databases, and generates maps for use across departments. , developing and implementing new planning programs, developing and implementing affordable housing programs, and the administration of the land use ordinance. The Code Enforcement Officers are responsible for enforcing the rules and regulations of the City’s , the International Property Maintenance Code (IPMC) and the . The goal of code enforcement is compliance not punishment.
The department is available to meet with the public during the business hours of Monday - Friday 8 am - 5 pm. You can also schedule a meeting here, to ensure that the appropriate staff is available to discuss your project and/or concern.
- Business Registration Review
- Construction of a new structure and/or expansion of an existing structure
- New Utility installations and connections
- Placement of a Boundary Fence/Wall
- Placement of a Mobile/Manufactured Home
- Placement of Accessory Structures (e.g. sheds, carports, porches, garages)
Required for all signs placed, established, painted, created or maintained within the city and within conformance with the Sign Ordinance, signs exempts are a follows:
- Official notices authorized by a court, public body or public safety official;
- Directional, warning or information signs authorized by federal, state or municipal governments;
- Memorial plaques, building identification signs and building cornerstones when cut or carved into masonry surface, or when made of noncombustible material and made an integral part of the building or structure;
- The flag of a government or noncommercial institution, such as a school;
- Religious symbols and seasonal decorations within the appropriate public holiday season;
- Works of art that do not include commercial message; and,
- Holiday lights and decorations without commercial message.
Plat reviews are necessary for the purpose of a lot split into two or more lots within any zoning district; or for the adjustment of a lot line; consolidation of two or more lots; or a surveying correction.
Although not required, an appointment to review a plat with the City Planner is highly recommended to ensure that you have all the necessary information available and that enough time is allotted without interruption. Schedule an Appointment Here.
