The position of City Manager is the Chief Administrative Officer of the Municipality incorporating the development and administration of all phases of the City of Española operations. The manager is directly responsible to the Mayor and City Council for the efficient operation of all City departments and functions. The City Manager shall enforce and carry out all ordinances, rules and regulations enacted by the Governing Body. In conjunction with the finance department, the City Manager is responsible for preparing and submitting an annual budget, with the approval of the Governing Body, to the Department of Finance and Administration. The City Manager is also responsible for the oversight and timely management of the annual audit process. The City Manager shall make recommendations to the Governing Body on all matters concerning the welfare of the municipality.
